The two clubs are understood to have been working for three years, on a radical set of proposals to reshape both the Premier League and EFL. It is seen in some quarters as a power grab by the Big Six, entitled 'Project Big Picture,' which will become more dominant within the Premier League. That is because the one-club, one-vote rule that has sponsored the Premier League since its establishment in 1992 will be abolished. The Premier League, however, said that EFL chief Rick Parry was dissatisfied with his "on record support" and insisted that they see a number of initiatives as "damaging." In the view of the Premier League, a number of the individual proposals published today in the plan could have a negative effect on the entire game and we are disappointed to see that EFL Chairman Rick Parry has provided his on-the-record support. The Premier League collaborated with its clubs and the EFL in good faith to pursue a resolution to the COVID-19 rescue funding requirement.
